I have found a name on the Manchester rate books for 1855-1863, which shows the address of 10 Smith Street , Ancoats, Manchester. Also in the Slaters trade directory for 1863 for the same address.
This name does not appear on the 1861 census. I dont have the facility to search the census on line, by address. But is there any reason why this name would not appear against this address, if it was their home or lodging?
and how can I find out more on the person if not on the census?

Perhaps it's a different Smith Street. This one's in Ardwick, but you said Ancoats.

sorry about this, forgot to enter the mans name- which is James Booth, -Spinner
On other doc dated 1861 he is James Booth - Fine Spinner about 50 yrd old On Slaters 1863 he is James Booth - Spinner. On Rate Books he is James Booth at 10 Smith Street, Ancoats from 1859-1863
The rate books shows 1854 -William Booth at 6 Smith street, 1858 Jos Booth at 10 Smith Street 1860 Jas Booth at 10 1861 James Booth at 10 1862 John Booth 10 smithe street + Thomas Booth At No 7 1863 Jas Booth -at 10 Smith Street
I think the location is near the junction of Butler St & Woodward St, I haven't found it on a map yet.
But Ancoats not Ardwick

There are no Booths anywhere in Smith Street, Ancoats in 1861.

Just grasping at straws -
this man in 1851, of about the right age, is a spinner, though it doesn't say what sort of spinner.
He's the only James/John Booth, spinner, that I can find in any census (so far). There are lots who are weavers.

That's a possibility.
But I dont understand why James Booth should be paying the tax- as I understand it charged on all householders to help the poor, when he didn't live in that house. It is shown on the Poor Rate Books for those years. 1858-1863.
eg " In England and Wales the poor rate was a tax on property levied in each parish, which was used to provide poor relief. It was collected under both the Old Poor Law and the New Poor Law. It was absorbed into 'general rate' local taxation in the 1920s, and has continuity with the currently existing Council Tax."

He may have been the owner of the house, and therefore liable for tax, but had rented it out to other people.
Looking at the Manchester Rate Books for 1861, and then trying to match them to the 1861 census, I noticed that his is far from being the only name which doesn't appear at the same address in both.
