missing years and residence on census

when looking at census returns I found families and individuals in more then one census but not in all of them so information would jump 20 years.Is there any way of knowing if the individuals were living at the address or just there over night other then if they are actually shown as a visitor. |

I belive visitors are normally shown as such. I believe people were supposed to declare who would be in the house at midnight but it did not always work that way. |
