Welling is not a Scottish name and there are none in the Scotlandspeople database from 1583 to 1855. Perhaps the marriage cert can give a clue or else the DC of any of his children. I presume you have found him in the 1851, 1861, and 1871 Census where he seems to have migrated from being a Gentleman's Butler in Paddington (he has two census records in 1851) to a Messaging Jobber in Marylebone where his wife in 1861 is only 32 (she was 39 in 1851) and now comes from Hythe in Kent, not Wellington in Somerset, so maybe he married another Eliza. First two children are listed as born in Taunton so presumably he was working in the Somerset area when he met his wife. Perhaps his father was temporarily assigned to Edinburgh (army?) and spawned Joseph, perhaps illegitimately. Alternatively maybe he assumed the name Welling as being more accceptable as a butler's name than Mctavish or whatever his real name was! A bit of a mystery.

If he was the son of an English soldier or whatever there's a good chance he would not have been baptised in the Church of Scotland but rather in a non-conformist church favoured by the English military community. Births/baptisms from such churches are not recorded in the OPR records on Scotlandspeople so it may be necessary to locate the whereabouts of any registers etc.
