'When a soldier enlisted, a form called an attestation paper was completed and if he was discharged to pension, a discharge document was completed. Well you didnt have to live in Chelsea and nor did you have to be a pensioner. Soldier who left the army due to an injury or because they had complete their length of service were entitled to a pension or care from the Chelsea Hospital. So you could be an 'in' pensioner or an 'out' pensioner. What years are you refering to, as the nationalarchives have some chelsea pensioner papers available to download online.

It means that the person had served in the Army, and had been discharged, and was now receiving an Army pension, either for long service or for disability.
