cant read something on census

I am looking up James Varney on the 1891 census. he was born in 1856 in wormley herts. In the side where the address is shown there is something written other than an address, can anyone make out what it is and what it would mean? Thanks |

I can read parts of it, it starts with schedules 21?-217 now form part of the new civil parish of ????? district of Hoddesdon after etc etc. day 1814 Keith |

mmmm. i think it is just notes left by the enumerator saying something like this schedule is now part of a different district, after the appointed day........... confirmed by LGB order. i think anyway, lol Jane |
