I was browsing through the 'Ask an expert' bit and saw your question. Being a Wirral girl myself I couldn't resist the challenge and I have found the birth certificate of your Frank Cook, born in 1900. He is registered as Francis Edward Septimus Cook in the Wirral district, sub-district Wallasey. His marriage, in Seacombe in 1923 is also on the site but I couldn't find his death.
