If you send for Frederick death cert it might give you an idea as to who was caring for the children, as whoever the informant was, was probably looking after one or more of the children George

I can find a death for her mother in 1872, If you trace where her mother is buried, ask the cemeteries department (if shes in a cemetery) who else is in her mums plot. Its quite possible that when mum died the kids were split up and sent to orphanages or other relatives
