Ages on census for those on vessels?

If someone is listed on a vessel on the census, are the ages just as unrelaible as civilian ages on the census, or would you think that the information supplied would be more accurate. Who would supply the info on this occasion, the individual or someone official. I have James Hennessy c 1826 b Cork Ireland, as a pensioner in 1871 settled in Liverpool- In 1861 there is a James Hennessey b Bandon, Cork, Ireland 1832 on board Royal Navy ship.
