A query about the 1851 census

Is the 1851 census available / complete / certain counties only/ not to be relied upon? If anyone could tell me how to go about searching for it I would be grateful, or if anyone has the information already, I am after Thomas Lock/Locke, probably born at Portsea, Hants in 1838. He became a tailor so may even have been starting his apprenticeship if I'm lucky. Thank-you in advance. Helen

Helen All census are also available on microfilm at the relevant County Record Office or Local Studies dept of the main library of the place you are interested in. Margaret
