Three per cents of the Bank of England

My gt gt gt grandfather bequeethed ' the dividends of £1700 three per cent consolidated annuities standing in my name in the books of the Bank of England' to his wife in 1799. I've always assumed it was some sort of investment with a fixed dividend of 3% per annum.

I have a couple of wills from the 1820s and 1830s which bequeath 'one thousand pounds in the three per cents stocks and funds of the Bank of England'. I've googled and I'm no clearer - anyone explain what this means?
