It was quite common in WW1 for men to be reassigned to different units if theirs was destroyed in action. In those days (though not now I believe) men were assigned a new number when joining a new regiment. Could also mean they had been discharged and then reinlisted. Difficult to say what the crossed out British medal means without seeing it but I'd say it either means the man wasn't entitled to that medal if it was the printed wording which was crossed through or that its a mark to indicate the medal had been issued if there is a date or other number in that section.
