if you have a person name, birth date,place why cant i find a birth certificate!

It depends where you are looking. FreeBMD is not complete, you need to check the coverage to see if the period you are looking in has been transcribed yet. If you are looking on 1837 online, you just have to keep trying, it is a painstaking process.
