The sub district would be part of the overall registration district so I would say he was born in Hawkhurst.

On my Grand fathers birth certificate, for Place of Birth it says Registration District Cranbrook. Sub-District Hawkhurst. Now I have the actual address from the census form, how do I know if it was in Cranbrook or Hawkhurst which are two different places close to each other? Hope this makes sense Thanks Linda
