How old to marry in 1860?

Does anyone know how old you had to be to get married in 1860? I think I've found a wedding for 2 of mine but they could have only been about 16 at the time.

I think up until about 1920s it was legal to get married from 12 for girls and 14 for boys. Under 21 needed parental consent H
