Addresses for ex-directory numbers?

Does anyone know how to find an address for an ex-directory phone number?

You can search the elec roll if you know the name but you can't get an address for an ex-directory number. That's WHY they're ex-directory Lou

I'm new to genealogy really appreciate the help, do I have to go to the british library for electoral info or can I contact local borough?
