electoral roll - help!!!

Hello! I was wondering if anyone could enlighten me. I'm searching for someone who may well be in a residential care home. Would people living in such homes (for the elderly in this case) be listed on electoral rolls or are people in homes not listed?? Hope someone can help me. Lis x

I imagine that everyone who is capable of voting would be listed on the electoral roll. Only people who are mentally unfit to do so would be excluded. nell

I am also looking for a living relative who is possibly in a residential care home in Eastbourne, Sussex.. anyone know how I can trace him, HAROLD ALAN BRUCE but always been known as Alan... aged around 74 yrs.
