HOW DO YOU trace A CHILD WHO WAS PUT INTO AN ORPHANAGE IN DEVON IN 1901. Are all adoption records sealed in the uk???

Hi, Adoption was not legally in place until 1927 so anyone adopted before then was just "fostered" or so I've been told. I'm having the same problem myself as one of my relations was born Jasper Mignon Dyer in 1913 in a home in Pimlico, but when he grew up and wanted his birth certificate he found out he was "adopted" and he thought all along his name was Gordon Mignon Tucker but there is no record of this that I can find. Just lucky he got his birth certificate from his family. Now trying to find his birth mother, which is virtually impossible. Good luck Louise
