Is the 1851 Devon, Norfolk & Warwick disc complete

Hi Everyone, Can anybody kindly tell me if the 1851 Census for Devon, Norfolk & Warwark on disc is 100% complete or is it only a percentage of each County. I have 'lost' some rellies who I believe should of been in Norfolk, when the 1851 Census was drawn up and wonder if it's because it's not complete. Many THANKS in advance. Regards, Dawn.

It's as complete as human error allows for. Your ancestors are probably mistranscribed. Remember that people and boundaries between counties moved around quite a bit so they may not have been where you expect them to be.

I don't know how good the actual images are but every illegible page results in 20-25 names going missing in the transcription.
