Try the local library as they keep the electoral rolls

Hello Everyone, Need some help please!! Does anyone know of a way (pref. online) of checking previous year's electoral roll (say from 2001 back to the 1990s). I have been using 192.com and searching on the 2003 electoral roll but have had no luck finding the person I am looking for. Hoping that if I look back at old electoral rolls I might be able to find a old address for this person. Hope someone can enlighten me (I'm new!!). Thanks very much, Lis
