3rd Ward, 4th Ward, 5th Ward, etc. In the 19th century many large cities, primarily on the east coast, began to incorporate surrounding independent towns and villages into the "city proper" which were then consolidated under one municipal governement. As each new district was incorporated, they were assigned ward numbers.
