sorry for this guys i am really new to this family tree search and dont know much, if someone is still registered to there old address does that mean i have no way of tracing them on the new electorall roll

In the UK a new electoral register is compiled each year. So provided the person you are looking for is a) in the UK and b)has registered (though mandatory not everybody does) then they are in the most recent register somewhere, assuming you know where to look. Elwyn
