Thanks for the replies! St Thomas was on a marriage index, and the couple's child was born in Exeter, so it must be that.

THere are many other parishes of St Thomas. If you are really searching for a Parish without at least a County, I think you have a hopeless task. Are you sure you don't mean the Registration District of St Thomas, which covers villages on the outskirts of Exeter? St. Thomas Created 1st July 1837. Sub-districts : Alphington; Broad Clyst; Christow; East Budleigh; Exmouth; Heavitree; Kenton; St. Thomas; Topsham; Woodbury. GRO volumes : X (1837-51); 5b (1852-1930)> Alphington, Ashcombe, Ashton, Aylesbeare, Bicton, Brampford Speke, Bridford, Broad Clyst, Budleigh Salterton, Christow, Clyst Hydon, Clyst St. George, Clyst St. Lawrence, Clyst St. Mary, Colaton Raleigh, Doddiscombsleigh, Dotton, Dunchideock, Dunsford, East Budleigh, Exminster, Farringdon, Heavitree, Holcombe Burnell, Huxham, Ide, Kenn, Kenton, Littleham, Lympstone, Mamhead, Nether Exe, Newton Poppleford, Otterton, Pinhoe, Poltimore, Powderham, Rewe, Rockbeare, St. Leonard (1837-78), St. Thomas the Apostle, Shillingford St. George, Sowton, Stoke Canon, Tedburn St. Mary, Topsham, Upton Pyne, Whimple, Whitestone, Withycombe Raleigh, Woodbury.
