American INS annotations

Does anyone know how to go about deciphering American INS annotations added to immigrant ship manifests arriving at Ellis Island. I may have a relative who arrived in the US in 1896 and has an annotation from 1940 probably to do with naturalization

Gordon I don't know what INS is, but you could always put up what you are trying to decipher and we can have some guesses.
