Has the Norfolk 1861 Census Been released...???

Hi Folks, Can anyone tell me if the Norfolk 1861 Census has been released, as I am at my wits end trying to find some ancestors and the 1861 seems to be my only hope. If it has not been released, can it be viewed at the General Registry Office, in London or any suggestions will be much appreciated (bearing in mind, I do not live in England)...?? I would have thought that if you contacted the main library in the area, they should have that census there. All UK census have been released up to 1901. Rachel
