Yes Penalt is near Ross-On-Wye and my grandfather was a gardener so it makes sense that his father was also.

Jo 1881 Census does have an 11 month old Mabel Seal, born St Maughans, Monmouth and living in Cwmcarvan, Monmouth. Any chance this could be the one? Also the Sidney Morgan mentioned by Judy is on 1901. Sydney Morgan 28 born Trelleck, living in Rockfield, gardener domestic. Rockfield is just north of Monmouth according to my UK atlas. The only Penalt I can find is near Ross-on-Wye. Is this the right one?

Was Ivor a firstborn? If so a look at GRO marriage index is likely to show his mother's maiden surname next to MORGAN, otherwise you would have to search for Mabel's marriage, (surname could possibly be registered SEALE)and then cross reference for a match with Sidney. This way you would find their fathers' names, hopefully enabling you to look them up in 1901 census.

If SKS is able to help with this I'd be extremely grateful. My Grandfather Ivor Sidney Morgan's birth certificate shows he was born 23/8/1913 Penalt, Monmouthshire. His parents were Sidney Morgan and Mabel Seal. I can't find any information on either parents. I only know through a family member that Sidney's sister married Mabel's brother, making two Morgan/Seal marriages. It is also thought that Sidney was born 1871, possibly Wales. Any ideas? Jo
