I found a list of Royal Navy/Royal Marines prisoners while searching for rellies on the 1891 Sussex Census. Thought it might help with some of your 'missing' relatives. See below:

List of Prisoners: Cummins, Bridger, Bucknell, Horton, Coote, Tollethe, Dias, Connelly, Adams, Clark, Clough, Sisley, Leeks, Rose, Blewett, Small, Goodwin, Dempsey, Batson, Bingham, Nichol, Towner, Stubberfield, Brick, Banks, Colley, Gillespie, Burling, Noble, Walker, Drummonds, Hailey/Harley, Puddicombe, Blakeman, Morrow, Scanlon, Stimpson, Groves, Noakley, Coleman, James, Edgar, Hope, Young, Berrett, Beveriage?
