What is a census decoder?

I have heard people talking on this site many times about a 1901 census decoder. What does it do and where can i get one?

Lisa, the decoder allows you to collect,say, all the Smiths in one area, and then sort them by Id number so that you can see who was in the same household (adjacent Id Nos) Download free from www(.)lancslist(.)info. Takes a bit of practice to get the hang of it but saves you a lot of money eventually
