It is only polite to respond to e-mails. But if someone chooses not to then my inclination would be to treat that as a lead and follow up whatever can be gleaned from the potential match via other sources. Any attempt to separate "serious" and "other" users would be bound to fail for the reasons already given. Plus some names have a very small population (one on mine has only 40-odd on the site, others must be even rarer)so to assume a small number on a tree means the user is not serious would be a false assumption.
