Are you sure Fred wasn't born 1901? There is this birth:-

Name: Fred Long
Year of Registration: 1901
Quarter of Registration: Jul-Aug-Sep
District: Bramley (1863-1925)
County: Yorkshire - West Riding
Volume: 9b
Page: 331

This would be the right area.

No, because it is after the 1901 census, the only way to find out is to buy the birth certificate.

However if you do you could specify as a checking point that you only wanted the certificate if the father's name was James.
