Emigration to Canada

There's a Herbert Vaughan Cleaver on the attestation papers for soldiers of WW1 in Canada. He was born 31 March 1892, London, England.
Problem is his next-of-kin is his wife Laura Henrietta Cleaver, back home in England, in Brighton, Sussex.
His trade is switchman (CPR).
CPR is Canadian Pacific Railway so he was working over here but his wife was in England.
Probably not him?

Can any one help? How do I found out about people who emigrated to Canada?. Year unknown. Im trying to trace a Herbert Cleaver b1893 Kent. All I know about him is that he emigrated to Canada and eventualy had 4 sons, so presumably he got married to a canadian girl. I don't know any names of his sons. He was my Great Granddad's brother.
