Ah yes - just Googled and it says "Rural District Councils originated in 1872, when the Public Health Act divided the country up into unglamorously-named Urban and Rural Sanitary Authorities"

So that would be about right then for 1883.

Not 100% sure but I thought it meant Rural Sanitary District.

I have just recieved a birth certificate for 1883, under 'when and where born' it says Eccleston (which is the village), followed by R S D.

I just wondered what the RSD means because there's no actual address.
