are we talking about this one? From 1851 census:

Name: James Ratcliffe
Age: 66
Estimated Birth Year: abt 1785
Relation: Head
Spouse's Name: Mary
Gender: Male
Where born: Bedford, Lancashire, England

Civil Parish: Bedford
Ecclesiastical parish: Bedford
County/Island: Lancashire
Country: England

Registration district: Leigh
Sub-registration district: Lowton
ED, institution, or vessel: 3b
Neighbors: View others on page
Household schedule number: 120
Household Members: Name Age
Elizabeth Ratcliffe 9
James Ratcliffe 66
James Ratcliffe 20
Mary Ratcliffe 57
Peter Ratcliffe 18
Richard Ratcliffe 52

James occupation is listed as publican.

If that is the correct family you need to take a look at the 1841 Pigot's directory on the Historical Directories website

Entries for the area of Leigh, West leigh, Astley, Bedford etc are found from page 907 0f 1068 pages. (Use the browse function to get to the appropriate pages.) A couple of pages on you will see that there is an entry which reads:

RATCLIFFE James, vict, Shoulder of Mutton, Bedford.

I think that fits with the location of the above family in the 1851 census.

He might have run a Beer House rather than a Pub/Tavern which might not shown in any directory
