it's possible that Ann wasn't really a widow and that's why she and Richard maybe didn't marry...found this on Lancashirebmd

The marriage is also on Freebmd which gives her full name as Hannah Jane.....just a thought as Hannahs were often called just Ann

Did Alice have any older siblings?

Maybe Ann Pugh was Ann Browne, previously married, they also may never have actually married themselves....

Alice Saul, father Richard, mother Ann Jane Pugh, born 1901 at
59 Bidder street Liverpool. I have found a Richard in 1901 census
living at the same address but the lady living there is a widow name Ann Brown. I can't find a marriage for Richard.
Is this my Richard?
Can anyone Help?
Alice is my late Mother in law
