Can anyone explain why I keep getting messages from people who have matches with me. Yet I do not have the same names on my Hot Matches.

Does this mean that I am not getting my Hot Matches?

The only people who can tell you that are GR technical support............

Is the box ticked in "my account"?
Are you sure they contacted you via "hot matches"? There are other ways.

Presumably to stop having to send thousands of hotmatches GR have some sort of system which limits the number we get each time.. Back when I used to bother to look it seemed that I only received matches from near the beginning of the alphabet. But other people with less names on their tree than me were evidently getting matches for further down the alphabet and contacting me.

To quote, Genes "set the limit to 100 matches as any more can be quite overwhelming."
These are done in alphabetical order as Judith as quite rightly worked out.
At one time I added a family of very common names to my tree & asked if I could be "overwhelmed" just to get it over & done with but they couldn't oblige.
