Birth certificate/registration advice/help

We have been trying to track down my father in law Norman Brown's birth certificate. On his baptismal certificate from the province of Quebec his birthdate is listed as 28 Oct. 1914 - but he was not baptised until June 1915. We don't know who his father was as his parents weren't married. His mother, (Alice) Maud Brown later married Fred Bradley & had 3 daughters. Maud's mother Margaret Kelly Brown raised Norman as Fred apparently did not want him around.
We have tried finding Norman's birth certificate in England, it seems unlikely any of them are his (tho it is possible). And the province of Quebec has no record of his birth on file. Family legend has it that Maud arrived in Canada with Norman but we wonder whether his birthdate might not be what it was said to be. What happens when a child is born aboard ship - where is the birth registered? (in what country)?
Any help would be greatly appreciated......

Not sure about this one. I know that certainly if say I was to die in New Zealand my death certificate would be held in NZ and not the UK, even though I am British.

My grandad was born in England but died Australia.His death is registered in Australia. Annie

Where in England was his mum from?

These births were registered J/F/M 1915, mother maiden name Brown.

Brown Norman Brown Bolton 8c 856
Brown Norman N Brown Cannock 6b 971

Might be worth trying to look up a passenger list for his mother etc.

PS you normally had up to 6 weeks to register a birth I think

Hi Laura
It's always been my understanding that if a child is born at sea, the child has the nationality of where the ship is registered.
