Death Certificate what does this mean please?

As cause of death on a cert I have just got it says.
What looks like Decline then underneath it says Not Certified.
anyone any idea what it means please.
He was 54 so I don't think it was senile dementure?

Not certified means he hadnt sought medical help so the cause ofdeath wasnt certified by a doctor

Ah thanks Shirley another one of mine died without medical attention. They would have been poor I think he wasn't very good with money this one.
