Institutions in 1891 census

I've come across a record in the 1891 census that might be a relative of ours but there isn't very much to go on. The census shows that John Dyer aged 11 is in some kind of institution in the 1881 in East Ham (Essex), St Nicholas district. He is listed as an inmate and there are 10 pages of inmates names and a few staff on the last page but I can't seem to find which institution it might be. Anyone got any ideas as to what it might have been?

it could well be, do you know what an industrial school was? Is it some kind of apprenticeship school or was it just the poor house and they sent kids there to work in the factories etc?

The 1891 ED sheet just says it is an industrial school
