Carlisle or Longtown?

I just wondered if my rellie found that Cheshire people were more likely to have heard of Carlisle than Longtown.
Trying to get to grips with Cumberland PRs plus the Cheshire census and tie the two in is leading me a merry dance.

Would someone born in Longtown - Cumberland - about 8 miles from Carlisle be likely to just say that he came from Carlisle rather than his actual place of birth with regard to the census?
