I think it's a parish - I just found a bit on Wikipedia about it.

Sometimes people did put down the name of the parish they were born in, rather than the place.

ST GEORGE IN THE EAST

St. George in the East is situated immediately east of Whitechapel, between Stepney, Shadwell and Wapping. The church of St. George in the East with its 160 ft tower, was built in 1714-29 to the designs of Nicholas Hawksmoor, and created a seperate parish from Stepney
