An increasing number of local register offices offer online certificate applications.

You don't need a GRO ref number (if you quote one it causes confusion as the local index system is entirely different to the GRO).

The important thing to remember when locating a local office is not to google the office name but to google for the local council then serch the council site for "registrar" or "birth certificate". That way you avoid the expensive bmd cert companies who charge up to £55 per certificate.

A list of local offices within England/Scotland/Wales together with address, telephone, e-mail and website url's listed on a country/county basis can be found at

http://www.familytreeforum.com/wiki/index.php/The_British_Isles

Just click on the country required then select the county needed for the listings.

Also included within each county are Library, Records Office, local and regional genealogy/history websites, links to Family History Societies, Online Parish Clerks sites etc.

You can purchase them from GRO or most local records offices now online. Don't forget they will charge more if you do not include the quarter, year, etc
The board for beginners is great for tips too.
Good luck
