No, it is seconds. Because the day length is a maximum, the rate of change is very small at the moment, increasing to about half a minute in a week or so.

The length of a day varies by about 8 hours over a period of 6 months. 8 x 60 minutes = 480 minutes. 480 / 180 days = 2.666 minutes :-S
