It is a legal requirement to register in the UK inc commonwealth & EU citizens. Thus most people are "on" the E.R. but some opt out of being on the public list.

However it makes little difference if people opt out or not. There is a list of organisations who can ( and do ) buy the whole list such as credit reference agencies, banks etc. Govt orgs such as DWP IR local govt also have full access. Commercial firms have contracts with others further down the feeding chain and so on.

fwiw the Statutory Instrument abolishing the opt out was signed off some time ago and it is just waiting for some minister to enable it. Doubt that will happen before the next election.

Zzzz You were lucky

Many people are no longer on the ERs which are sold by councils. I know more and more people opt out as they do not wish their information to be sold on by their money grabbing councillors.

Is there a way or site I can look at to find someone's address please, with 192 you have to buy credits but they run out if you don't use them which is wrong IMO. :-D
