It would be a waste for me to have a car on mobility, I dont go anywhere. Have only had 4 new tyres and a new window motor in the 5 years I have had the car.....so not expensive to keep

Our friend is qualified for Mobility payment and buys a secondhand car,is still qualified for Tax exempt and and the full entitlement of Mobility payment,,,,,,,,,mind the upkeep of the car is their responsibility, thye dont do any long journeys or a high mile user,a new car would be a waste.......imo.

Councils cannot charge tax exempt vehicles for parking whether the blue badge holder is present or not. Full point. So yes an able bodied person ends up with free parking ( though not on a disabled space ) where the reason for the exemption is disabled. The old disks used to make this clear.

The vehicle in question must be used on behalf of the disabled person if not present eg doing shopping, pharmacist. Not for the driver to use for going to work every day for example.

OTOH is not ok for a tax exempt vehicle to display the blue badge when the badge holder not there.

A blue badge holder can use their badge with any car - it does not of itself grant free parking although some LAs do make an exception for people who live in the LA area.

Any car can be registered as tax exempt for a disabled person. The disable person need not be the driver or the registered keeper. The scheme is NOT restricted to motabiity cars. A disabled person can only have one car registered to them as tax exempt.

I don't know to be honest.......mine is a motorbility car so is tax exempt from registration. I guess owners who become disabled have to apply for the exemption.

Rollo council car parks who do provide free parking state that a blue badge must also be displayed in order to park free of charge. They aren't going to offer free parking to an able bodied who drives an ancient vehicle are they? lol

Blue badges and tax exempt are not the same thing. There are other categories of tax exempt as well as disabled - old cars for instance.

Blue badge - follows the badge holder.
Tax exemption - stays with the vehicle.

There is no reason for a tax exempt vehicle to display a blue badge other than to use a marked disabled space when the badge holder is present.

Some LA car parks do allow free parking but ONLY to tax exempt vehicles also displaying a blue badge. Those with just a blue badge have to pay!

I can see a lot of appeals against tickets because enforcement officers will not check with the database :-|

There was a proposal to issue TEVs with a disk showing a QRCode which the traffic warden could scan. Those with an exempt car would have had access to a .gov web site and printed out the QRCode. This sensible proposal has got stuck on the issues of cost, both for issuing the QRCode and more importantly the scanners. The LAs refuse to pay as does DVLA.

Many LAs have a scheme anyway for free parking for blue badge holders with a windscreen sticker. These are usually free and obviously help avoid problems within the area. They are also a marker when traveling elsewhere.

Otherwise if you get a ticket you just have to appeal it.

London Congestion Charge and Dartford Tunnel Crossing are set up to automatically detect tax exempt vehicles. The police ANPR system also allows for TEV automatically.

At a guess as more and more vehicles cease to display a tax disk this will be a growing problem.

For those living in wild and windy places far from motorways NCP and McDos the new system must be very popular.

For those of us who drive a road tax exempt disability vehicle and this will no longer be shown due to the abolition of tax discs you may find this useful.

If you enter you details into this link you can print off the page confirming no tax due and keep it in the car. Only useful to wave in the face of a warden slapping a ticket on your car if you catch them of course!
