Totally P*ss them off and say you don't want your account upgraded, as you've read the small print.
They may come back with a different offer - like a higher interest rate!!

This morning I received from my bank, an information pack, as they are upgrading my account as I am such a good customer. Among the benefits of this account, and I quote, "Worldwide cash withdrawals without any H**C non-sterling cash fees." It then refers to *1 below. This reads, "These transactions are subject to a non-sterling transaction fee, currently 2.75%". Is it just me? Bob
