This area of Stepney provided day work on the docks for anyone that was capable of work. The residents were crowded into tenements including lofts above the cow sheds and tanners yards.

Sleeping quarters were formed simply by the mass of congregation by people who didn't have permanent homes. There were a number of workhouses located in those roads but also unscrupulous landlords were renting out small spaces only to be occupied at night. Families were thrown out onto to the streets during the day and they were desperate to get into a place of safety.

Any half decent secure building was overtaken and used as a 'place of residence' which meant more opportunity for work at slightly more than the day labourers were getting.

there's a lots of people listed at that address, many of whom are mariners.

Can only guess the entrance is boarded up so its probably a tenement
