Is there an option to 'Allow'?

BT and various firewalls and virus checkers are allowing access & the Tower isn't going into over-drive.

Looks ok to me. Which browser and version are you using?

"OnLine Parish Clerks
for the County of
-- Lancashire --

Welcome to the Home Page for the OnLine Parish Clerks project for the County of Lancashire. This site aims to extract and preserve the records from the various parishes and to provide online access to that data, FREE of charge, along with other data of value to family and local historians conducting research in the County of Lancashire. An OnLine Parish Clerk should not be confused with Parish Clerks, who work for parish or town councils."

IE is a bust forget about it.

I tried the site with Chrome and it came up normally.
Make sure Javascript is enabled.

Otherwise as people here have suggested you may have an issue with some anti-virus / "safety" programs possibly installed by your ISP.

Try disabling any and all of these ( all have an option for temp. stop ) and see what happens.

good luck
