Although age 31 in 1895 does match with a birth in 1864, the prison records should have the correct age.

EDIT - the age on the 1901 Portland census has been incorrectly transcribed. It should read age 37 which does tie in.

Its possible its the same person, but how do you prove it?

Derby Daily Telegraph June 22, 1895 says he was a native of Nottingham. Had he raised his family there?
