Very glad she can stay - the snag I think was that she came in on a tourist visa and took no further action to sort out staying here - without some human interaction a computer would instantly disqualify her

A compassionate decision, I think.

I can understand why the decision finally went in the lady's favour but each case ought to be treated individually. I'd caution about changing legislation even though the case may be quoted as a precedent.

The lady did not or could not obtain a EU passport and she could have been said to be a health tourist must have counted against her initially. Ought legislation be changed at all because of this one case?
