If you think they may have opted out rather than moved, look the address up on https://www.zoopla.co.uk/ under the house prices tab. That'll tell you when it was last sold. It won't work if its Housing Association or Council property.

Can anyone assist me by looking up an address to see who the current occupier is?
I have searched the electoral role without success yet Im sure the people im looking for haven't moved again.
