manchester 1937 child abuse

The 2 year-old child's parents were jailed. Any suggestions as to where the child would have been taken immediately for refuge? The child is with a family by 1939. I don't know the Manchester area at all.

we have already looked at this and theres no online record of the child before 1939
so no one can help i,m afraid

the guess would be was placed into care and fostered out because of the childs age
